The City of Pico Rivera has several housing assistance programs
designed to help local families improve their standard of
living.
The following summarizes the key housing assistance programs
implemented by the City of Pico Rivera. For more information,

Home Owner-Occupied Rehabilitation Programs
Residents who own and occupy their home may apply for one
of the Owner-Occupied Home Rehabilitation Programs offered
by the City. Through these programs, funds are available to
assist low income (0 to 80% of MFI) homeowners in making needed
rehabilitation improvements. These programs are implemented
on a first-come first-serve basis, and is subject
to funding availability. The various programs the

+ Home Rehabilitation Loan
Policy and Terms of Loan
The Home Rehabilitation Loan Program provides financing
assistance of up to $60,000 for necessary improvements to
low-income residents who own & occupy their home in
the City of Pico Rivera. The City will offer assistance
to income eligible homeowners to correct health and safety
deficiencies and code violations. The Home Rehabilitation
Loan Program provides financing with no monthly payments,
at a 30-year 0% interest. The principal
loan amount is repaid when the property is sold, transferred,
or refinanced, or when the borrower is no longer using the
property as a principal place of residence, or at the 30-year
maturity. The program is a first-come, first serve
basis, and is subject to funding availability.
The City of Pico Rivera does not subordinate to loans obtained
by the homeowner after the Home Rehabilitation Loan date.
Eligibility Requirements, Repairs and Rehabilitation
Applicants must be residents of Pico Rivera with fa family
size maximum income:

2 Person $50,750
3 Person $57,100
4 Person $63,450
5 Person $68,550
6 Person $73,600
7 Person $78,700
8 Person $83,750
Program funds are to be used for the rehabilitation of
homes occupied by eligible owners. Rehabilitation means
repairing or improving a deteriorated house. Deteriorated
materials and components must be replaced with like
materials. No luxury upgrades are allowed.
Eligible repairs and improvements include:
1. Repairs that correct code violations, such as:
a. Exterior painting
b. Re-roofing
c. Other code related deficiencies
2. Repairs that improve the safety and security of the occupants,
such as:
a. Electrical upgrades
b. Heating
c. Plumbing
d. Roofing
e. Windows
f. Insulation
g. Driveways may be considered part of rehabilitation if
determined to be a health and safety issue.
h. Other rehabilitation that rectify health and safety deficiencies.
3. Repairs and modifications to make a house more supportive
of a disabled occupant, such as:
a. Access ramps
b. Grab bars
c. Door widening
d. Other rehabilitation similar in nature
4. Repairs and modifications to make a house more engergy
efficient, such as:
a. Energy efficient windows
b. Insulation
c. Weatherization
d. Other repairs and alterations that will improve energy
efficiency
The homeowner is responsible for selecting a general (B)
licensed contractor for the project. The City's involvement
in the contractor selection process is only to provide guidance
to the homeowner, and answer pertinent questions. The City
does not select the contractor on behalf of the homeowner.

+ Grant Program
This program provides up to an $8,000 grant to low -income
homeowners who own and occupy their homes and need financial
assistance for health and safety related improvements and/or
repairs such as: roofing/plumbing, electrical, and heating.
Local treatment for pest/termite control is allowed. The
program is a first-come, first serve basis, and
is subject to funding availability.
Applicants must be residents of Pico Rivera with a family
size maximum income:

+ Paint-Up/Fix-Up Program
This program provides up to an $8,000 grant to low-income
homeowners who own and occupy their homes and need financial
assistance for improvements and/or repairs such as: exterior
painting, and/or sandblasting, exterior stuccoing, installation
of security doors and deadbolts locks and security strapping
of hot water heaters. The program is a first-come, first service
basis, and is subject to funding availability.
Applicants must be residents of Pico Rivera with a family
size maximum income:

Home Rehabilitation Grant & Loan Program Policies
The City of Pico Rivera's housing programs are generally governed
by the following conditions:
1. Loan Subordination (Not Applicable to Grant Programs)
The City of Pico Rivera does not subordinate to loans obtained
by a homeowner especially for loans under Home Rehabilitation
Loan Program. The intent of the Home Rehabilitation Loan Program
is to assist those who have no other resources available for
home improvements.
2. Performance of Work
The City of Pico Rivera is not a party to any contracts, nor
is it responsible for the performance of the contract between
the homeowners and the contractor. The City is the lending
institution providing the funds and insuring that the work
billed for has actually been completed per Building Code.
3. Contractor License
The homeowner may only select a (B) licensed general contractor
to undertake any improvements to his or her home financed
under any of the City's housing programs. Contractors must
have a valid California Contractor’s License and must
also have a current City of Pico Rivera Business License.
4. Improvements Prior to Receipt of a "Notice
to Proceed"
The City will not be responsible for any work done to the
homeowner's property before a Notice to Proceed is issued.
The homeowner must receive approval from the City and a Notice
to Proceed before any improvements can begin. The
City will not reimburse funds homeowners pay to contractor
prior to City approval.
The Owner-Occupied Home Rehabilitation Programs waiting list
is currently open.

Single Family Residential Rehabilitation Loan Program is

his or her home, other resources are then available. This
encourages the payoff of the deferred loan to make funds
available for others who qualify for the loan program.
2. Performance of Work
The City of Pico Rivera is not a party to any contracts,

between the homeowners and the contractor. The City is the
lending institution providing the funds and insuring that
the work billed for has actually been completed per Building
Code.

for the license category in which they are going to be working.
They must also have a current City of Pico Rivera Business

before any other work or improvements are implemented.

Rental Assistance
Rental subsidies are provided to families earning less than
50% of the county's annual median income under the Rental
Assistance Program, more popularly referred to as the "Section
8 Program." The City's Housing Assistance Agency
currently assists approximately 500 families annually.

size maximum income:

Mortgage Credit Certificates
The Mortgage Credit Certificate (MCC) Program allows qualified
first-time homebuyers to take tax credits on their annual
mortgage interest payment as a dollar for dollar tax credit
against federal income tax. The Los Angeles County Community
Development Commission administers the MCC Program.
While the program does not provide down payment assistance,
it provides a home buyer an opportunity to qualify for a larger
first mortgage by making a portion of the mortgage interest
payments eligible for a tax credit rather than a tax deduction.

Fair Housing
The City recognizes the effect that discrimination has in
limiting housing choice and equal opportunity in renting,
selling and financing housing. Its effort to eliminate discrimination
based on race, sex, religion, national origin, disability
or age, is implemented by the Southern California Housing
Rights Center. Pico Rivera has contracted this organization
to implement its Fair Housing Program.

Homelessness
Pico Rivera supports services aimed at assisting homeless
individuals and families through the following agencies and
service providers:
