Environmental Programs
The City of Pico Rivera works with the State of California
and the community to make the City a pleasant environment
for you and future generations to enjoy. In cooperation with
the State, it implements various environmental and recycling
programs geared towards protecting the environment.
Residents can participate in recycling events in the City
funded by the California Integrated Waste Management Board.
There are other programs where residents and businesses may
contribute toward preserving and cleaning our surroundings.

Residential
Trash and Recycling Services
Cal-Met Services is contracted with the City of Pico Rivera
to collect all residential waste, business waste, construction
and demolition projects within City boundaries. If you need
a roll off bin, require a bulky item pick up or have other
trash or co-mingled recyclable item requirements, contact
Cal-Met. You may also contact them through their website.
+ Trash Containers
Place all containers in the street with the wheels facing
the curb after 5:00 P.M. the day before your pick but no
later than 6:00 AM the day of your scheduled trash collection
(or the day after a trash pick up if it falls on a holiday).
Place containers a minimum of 3 feet from any obstructions.
Do not place your containers near or behind vehicles, fire
hydrants, mailboxes, telephone poles, trees or any other
obstructions. If you are uncertain if an item is recyclable,
please call Cal MET services.

+ Christmas Tree Recycling
Each year, from December 26th through the first week of January Cal-Met Services
will be collecting Christmas trees on your regularly scheduled
trash pick-up day. The tree collection will not count against
your "four time a year any time you want curbside bulky
item pick-up."
When placing your tree for pick-up, please clean it of all
items such as ornaments, electrical lighting and tinsel.
If your tree is taller than 4 feet you need to cut it in
half. Please remove the stand from your Christmas tree whether
it is metal, plastic or wood. Please don't bag the tree
or any trimmings.
+ Grass Cycling
The City of Pico Rivera grass-cycles! City Hall, libraries,
El Rancho School District and the Parks and Recreation Department
participate in grass cycling. Grass cycling saves time and
money.
Grass cycling allows the grass clippings to fall back into
the ground. Mulching blades on the lawnmowers cut the grass
into smaller pieces, allowing the grass to decompose at
a faster rate and releasing nutrients in the mulched grass
to self fertilize. For more information on grass-cycling

Waste Management Plan
Effective September 19, 2001, all construction, demolition
or renovation projects with a value of $100,000 or more are
required to submit a waste management plan to the City of
Pico Rivera together with an appropriate deposit.
This action is necessary to comply with the Waste Diversion
Mandate of the Waste Management Act of 1989, Assembly Bill
989. Information regarding these new requirements can be obtained
by contacting the City's Administration Department.

+ Commonly Asked Questions
Q1. What is a Waste Management Plan?
A1. A Waste Management Plan identifies the steps that will
be taken to divert construction and demolition debris from
landfills through various recycling efforts and construction
practices.
Q2. Why is a Waste Management Plan required?
A2. Landfills are rapidly filling up and few new landfills
are being developed. The California Waste Management Act
1989 required that all cities in California divert 50% of
waste from landfills by the year 2000. In response to a
Compliance Order from the State of California Integrated
Waste Management Board the City of Pico Rivera adopted an
ordinance requiring the adoption and implementation of a
Waste Management Plan.
Q3. When is a Waste Management Plan required?
A3. All construction, demolition and renovation
projects within the City of Pico Rivera that are estimated
to cost more than $100,000 during any 6-month period, shall
be required to comply with a Waste Management Plan.
Q4. Who is required to complete the Waste Management
Plan?
A4. All general and sub-contractors involved in
the project.
Q5. How do you prepare a Waste Management Plan?
A5. The City’s Environmental Coordinator
can provide assistance in preparing the plan. To begin,
complete this application form that is attached and deliver
it to City Hall. Within 10 working days, the Environmental
Coordinator will contact you to schedule an appointment
to review the Waste Management Plan requirements.
Q6. Is there a fee associated with the plan?
A6. The City of Pico Rivera is not interested in
generating income from this plan requirement. However, to
ensure compliance, a refundable deposit, in the amount of
3% of the value of the project, or $10,000, whichever is
less, shall be paid prior to the issuance of the building
permit for an eligible project.
Q7. When is the deposit refunded?
A7. Once the project has been completed the applicant
has 30 days to submit written documentation of plan compliance
to the City’s Environmental Coordinator. If 50% of
construction and demolition materials have been diverted
from the landfills through recycling or other efforts, a
refund check will be mailed to the applicant with in 30
days.
Q8. What happens if the diversion requirements
of the plan are not met?
A8. If the City determines that the applicant has
made a good faith effort to comply with the plan requirements
a prorated portion of the deposit shall be refunded. If
the City determined that the applicant has not made a good
faith effort to comply with the plan requirements then the
entire deposit shall be forfeited to the City.
Q9. How do I document compliance with the Waste
Management Plan?
A9. As materials are diverted to facilities other than landfills,
obtain receipts specifying the volume or weight of the loads.
Record this diversion on your Plan document and provide
it to the City at the time you apply for the refund of your
deposit.
Q10. Where can I find a facility to accept my construction
and demolition waste?
A10. The City Environmental Coordinator may be able to provide
appropriate referrals.
Q11. How do I calculate my diversion goal?
A11. You may calculate your diversion by using the table
on the back panel of this brochure. You should always aim
higher than the 50% diversion goal, because actual weights
can vary from estimates.

Free
Mulch and Firewood
Residents of Pico Rivera get FREE mulch and firewood (firewood
while supplies last) every 3rd Saturday of specified months.
Every resident with proof of residency may have up to 33 gallons
of free mulch. Just bring your own container.
Need more? No Problem! Additional mulch can be purchased
for $1.00 per 33-gallon container. Firewood is given away
on a first-come-first-served basis.

Business Recycling
The City of Pico Rivera encourages businesses in the community
to recycle as much as possible.
Cal-Met helps make that possible by collecting compacted cardboard
from grocery stores and by placing recycle bins for paper,
food scraps and co-mingled recyclable bins on the loading
docks of businesses upon their request.
If you're currently operating a business in the City and
would like to help protect the environment though recycling,
call the City's Housing Department or Cal-Met for more
information.

Used Motor Oil Recycling
Do not throw your used oil down your sink or spill it
on the ground! It will pollute the environment.
Instead, bring it to the City's location where you will
not only contribute to protecting the environment, you will
also receive 16 cents back for every clean gallon of used
motor oil you bring.

Household Hazardous Waste
Household Hazardous Waste (HHW) Round Up events are provided
free of charge to all residents in the County of Los Angeles.
These events are held every Saturday at locations of the different
sponsoring agencies. For a complete listing of locations visit

Electronic Waste
Did you know that throwing away electronic equipment in the
trash is hazardous to our landfills?
If that old computer, monitor or electrical equipment is
still sitting in your garage taking up space and you would
like to dispose of it in an appropriate manner, please call
Calmet Disposal at (562)634-5420 and arrangements can be made to pick up this E-Waste free of charge.
