
The Public Works Department, currently under the leadership
of Director Al R. Cablay, MS, is responsible for the engineering,
maintenance and operation of the City's infrastructure, including
streets, sidewalks, curbs, gutters, parkways, medians, alleys,
public parking lots, traffic signals, and traffic markings.
Additional responsibilities include Facility Maintenance, Project
Management, Street Sweeping, Trash and Recycling Services, and
Water System Maintenance.
Five divisions comprise the department, each tasked to implement
its mandated functions. These are:

Administrative Services
The Administrative Services office oversees the entire Public
Works Department, which includes 80 employees and a budget
of approximately $19 million dollars. Under the supervision
of the Director of Public Works, the Administration Section
is responsible for budget analysis and control, special projects,
legislative review, operational analyses, and the coordination
of major capital projects. The division plays a major role
in emergency preparedness and also oversees the City’s
Stormwater Management and contracted Street Sweeping, Traffic
Signal Maintenance, and Waste Management services.

Engineering
The Engineering Division manages capital improvement projects, provides engineering design and construction inspection services, adminsters encroachment permits and construction in the public right-of-way, and provides traffic engineering services. Through the development review process, the division is responsible for the approval and inspection of all public improvements-- both privately and publicly funded— and its compliance with City and State standards. Engineering also maintains maps and records, provides special assessment district administration and all other basic engineering services. It also maintains and updates the City's Geographic Information System (GIS). It is anticipated that between 2008 and 2010, the Engineering Division will deliver several Capital Improvement Projects with a combined total value of over $90 million.

Street
Maintenance
The Street Maintenance Division ensures the safe and efficient
movement of vehicular and pedestrian traffic by keeping the
City's public infrastructure in good condition. Street maintenance
crews take care of 137 miles of City streets and alleyways,
more than six miles of street medians and service road islands
and 18,660 City trees.
Street maintenance responsibilities include:
- Alley cleaning and weed abatement
- Asphalt Maintenance – roadway repairs and patching
of potholes
- General Construction - general construction and miscellaneous
concrete repair projects.
- Landscape and irrigation maintenance – maintenance
of more than six miles of street medians and parkway areas.
- Sidewalk Maintenance – repair and maintenance of
sidewalks, curbs, and gutters.
- Storm Drain Maintenance – inspection, cleaning
and maintenance of storm drain systems.
- Traffic Markings and Signage –maintenance of roadway
markings, street striping, public parking stalls, crosswalks,
curb markings, and all street signage.
- Tree Maintenance – is responsible for planting,
trimming, and overall care of street trees and trees in
city parks.

Water
Division
The Water Division provides drinking water to approximately
9,200 water service connections. Our water system is made
up of more than 90 miles of pipeline, with 10 active wells,
10 pump stations, 9 booster pumps, 3 reservoirs, and 875 fire
hydrants. The system is capable of providing more than 12,500
gallons of water per minute. The staff of the Water Division
is responsible for the distribution and treatment of water
to its customers. They test the water on a weekly basis and
work hard to ensure that the quality of water piped to water
service connections meets or exceeds State and Federal standards.
Water within the system is fluoridated.
In 2000, Pico Rivera submitted samples of the water it supplies
to its customers during the prestigious annual Berkeley Springs
International Water Tasting Awards, the largest water tasting
competition in the world. As a testament to the quality of
its water, Pico Rivera won the bronze medal as the best tasting
tap water in the world.

Facilities
Maintenance Division
The Facility Maintenance Division is responsible for the general
maintenance and upkeep of City facilities. Division responsibilities
include expertise in the following areas: carpentry, electrical,
painting and plumbing maintenance. HVAC maintenance is coordinated
through contracted services.

Q. Why are there instances when my trash is not collected
as scheduled?
A. The trash is collected every day (as per published
schedule), except on six holidays: New Years, Memorial
Day, Independence Day, Labor Day, Thanksgiving and Christmas.
On these days, trash collection is delayed by one day. To

Q. Who do I call if my trash was not picked up on my
regularly scheduled day?
A. CalMet Service, Inc. is responsible for picking
up all solid waste and other recyclables in the City of
Pico Rivera. Please call their Customer Service Department.
You may also call them if you have any questions regarding
renting dumpsters, special pick-ups or pick up of large
items, recycling and general solid waste questions.

A. The City does not dispose of dead or injured
animals located on private property. It is the South East
Area Animal Control Authority (SEAACA) who is charged with
this responsibility.

Can it be trimmed or removed?
A. The City's Public Works Department takes care
of maintaining trees planted at public rights-of-way only.
If the tree is located in this area, please call Public
Works to report your problem, or fill out an online Service
Request Form provided below. The department will endeavor
to take care of your concerns as soon as possible. Please
be ready to provide your name, address and contact telephone
number and the nature of your problem.

Q. There is an alley that runs behind my property. Who
is responsible for its maintenance?
A. The City maintains all alleys utilized for refuse
collection and/or sewer line maintenance. Private alleyways,
however, are the responsibility of the homeowner/s.

Q. My street light is out. How do I report the outage?
A. Before reporting the outage, please do the following:
1) Note the type of pole (wooden, metal or concrete)
2) Write down the address nearest to the pole
3) Check the pole number (this is highly visible at about
head height). Write down the number so you will have it
handy when you make the phone call
4) Check for the color of bulb
With all this information in hand, please call Southern
California Edison. You may also report the outage by logging
on to the Southern
California Edison website.

A. You should call ABC Shopping Carts Retrieval
Company to request pick up of an abandoned shopping cart.
When making your report, please provide the exact location
of the shopping cart and the nearest cross street. If you
are unable to reach ABC Shopping Carts Retrieval Company,
you may call the Public Works Department.
