Development
The Community Development Department
is entrusted with ensuring orderly development growth, property
maintenance, compliance with zoning and building regulations
and improvement programs for the community. The department
is divided into four major areas of responsibility: Planning,
Neighborhood Services, Building Services, and Housing Services.

Planning Division
The Planning Division maintains the balance between community
interests and private property rights to ensure that any development
or use of land will not adversely impact the environment,
the infrastructure, or the neighboring residents and businesses.
The Division's primary role is to preserve and advance the public interest
and general welfare by implementing the intent of the adopted
General Plan. The Planning staff is responsible for assisting
developers and residents with zoning regulations, reviewing
ministerial applications for zoning consistency and permits.
The Planning Division prepares findings and reports to the Zoning Administrator and the Planning
Commission for action on discretionary applications. The
Planning Commission meetings are public forums held in the
City Hall Council Chambers at 6:00 p.m. on the first and
third Monday of each month. Appointed by the City
Council, the Commissioners conduct hearings on Subdivisions,
Conditional Use Permits, Zone Reclassifications, Variances
and other discretionary applications relating to land uses
and property development. Residents, developers and other
interested parties who wish to attend any of these meetings
may contact the Planning Division for schedules and Rules
of Procedures.

Neighborhood Services Division
The Neighborhood Services Division monitors the community
for compliance with City regulations through the assistance
of concerned citizens and business owners.
Suspected violations may be reported in person at the Planning
Counter or over the phone. To discourage complaints without
merit, no anonymous reports are permitted. The City ensures
any personal information you provide is held confidential.

Housing Services
The Housing Services implements the City's various housing assistance programs. These include programs that offer qualified first-time home buyers help with down payments and closing costs, owner-occupied rehabilitation (loans, grants, rebates, and paint-up/fix-up), and Section 8 rental assistance.
The City contracts with a variety of agencies to provide Social Service needs.

Building Division
The Building Division is responsible for promoting safety
through enforcement of ordinances and laws regulating construction
and occupancy of all commercial, industrial and residential
structures within the community.
To facilitate the plan check process, the Building Division
has developed a concurrent plan check review program to expedite
the plan check review process and is continuously dedicated
to implement a customer oriented approach to ensure that all
plans, permits and inspections are processed in an efficient,
accurate and timely manner.
To assist you with preparation of construction plans, the
following ordinances and State mandated regulations must be
complied with to ensure that your proposed project conforms
to the latest construction requirements:
- Pico Rivera Municipal Code Title 15
- California Building Code 2007 Edition, Volumes 1 &
2
- California Mechanical Code 2007 Edition
- California Plumbing Code 2007 Edition
- California Electrical Code 2007 Edition
- Current California Regulations including State Building
Code Title 24
- Disabled Access Code and
- Title 24 Energy Conservation Code
General guidelines governing commercial, industrial and residential
construction are available through the Building Division.
In addition, plan check and permit application forms may be
downloaded from this site and completed within the comfort
of your home or office and submitted with corresponding fees
required for your scope of work. Fees required for your
project are provided by the Building Division upon submission
of your application.

Applying for a Building Permit
Planning Division zoning clearance must be obtained prior
to submitting construction plans to the Building Division
for plan check review.
After obtaining zoning clearance from the Planning Division,
submit 3 sets of construction plans and attach a copy of the
approved zoning clearance plan to each set of plans.
The initial plan check review process will take approximately 2 weeks depending on the size, scope of project, and corrections
needed to conform to current construction requirements, before
a building permit can be issued.
Complete and attach a combination plan check/building permit
application form with submission of plans.
Plan check fees are provided upon submission of plans.
Building permits can be obtained at the Building Division
counter without construction plans for water heater changeouts, electrical
upgrades ……
Plan Check Review Process
The City contracts with an outside plan check consultant
to review all construction plans.
School fees must be paid by a cashier’s check prior
to issuance of a building permit for all commercial, industrial
additions and habitable residential additions exceeding
500 square feet.
Outside public agency clearances are also required for
commercial, industrial and multi – residential projects.
A list of applicable agencies requiring clearance prior
to permit issuance is provided by the Permit Technician
upon submission of plans.

If you are a homeowner who plans to construct, alter, repair,
renovate or make improvements to your residence or accessory
structure, click

If you are submitting plans for new construction, the Building
Division also needs the following information, where applicable:
- Title 24 State of California Disabled Access Requirements
into plans
- Two sets of Title 24 State of California Energy Calculations
- Two sets of Structural Calculations and Soil Report for
new projects
- Two sets of Electrical, Mechanical and Plumbing plans
- Wet signed plans and calculations stamped by appropriate
licensed professional
You should also submit copies of your construction plans
directly to the following agencies, where applicable, to secure
the appropriate clearances needed to conduct your business:
- Los Angeles County Health Department (three sets)
- X-ray equipment
- Food handling
- L.A. County Fire Department (two sets)
- Sanitation District (one set)
Clearances from these organizations may be necessary before
the City issues its approval. You may also need to secure
a clearance from the following agencies. Please call them
directly to find out their respective requirements.
- South Coast Air Quality Management District
- Edison Company
- Southern CA Gas Company
- Pico Water District
- Alcoholic Beverage Control Board
- School District
- Recycling

The Building Division determines plan check fees by type
of construction and square footage. The fees are collected
when plans are submitted for review.
- If your plans are returned for corrections/changes, you
must submit corrections requested together with all originally
reviewed (red-marked) plans received from each department
to continue the review process.
- An office conference may also be scheduled with the Building
Official if necessary to discuss construction
plan corrections, or you may call the Building Permit Technician
at 562.801.4360 to clarify required corrections.
Once plans are approved, your Contractor must provide the
following documents/information:

This should include your Certificate of Insurance from

In general, review of construction plans for new developments
take at least two weeks; review of corrections, at least
two weeks. Additions, alterations to existing structures usually
require an initial review period of two weeks and another
week to check if all required corrections have been submitted.
Please note that the City contracts with an outside consultant
to review construction plans, who collect and return these
every day.
